Registration
& Releasing of new varieties is made after carrying out necessary testing
(DUS trials) to ensure Distinction, Uniformity and Stability of these
varieties. In addition to ascertain their productivity and adaptability,
testing of value for cultivation and use (VCU trials)
No
license is issued to production entities unless there is an assurance of the
existence of the basically required facilities (production fields, seed stores
and seed processing station).Moreover, the required conditions related to the
origin and multiplication level of seed should be fulfilled according to the
national and international standards.
2- Protection of Breeder's rights
CASC through general administration for plant variety protection office that implemented the organized basics and rules of (PVP), receiving the applications to donate it according to the fourth book law of intellectual property protection no.82 for the year 2002 and its executive regulation.
CASC as representative (The Arab Republic of Egypt) is currently endeavoring to obtain Egypt's membership in the Union for Protection of New Varieties of Plants (UPOV) through which the breeders are entitled to submit a request for protection and registering varieties on the international level of the UPOV office in Egypt. Actually, efforts are made to establish the Plant Variety Protection Office for Egypt, which will be responsible for issuing rules and regulations aiming at the protection of breeder's rights based upon national laws and standards of UPOV.
3- Field Inspection & Post-Control
The inspection of seed multiplication fields is carried out to ensure the genetic purity of seeds and that should be free of other seed fraction of other crops and harmful weeds.In addition to be free of seed borne diseases.
Planting representative samples of approved seed lots in small plots in post-control trials is made for the purpose of obtaining an indicator for the performance of these seeds in farmer's fields and to monitor the results of field inspection.
4 - Lab testing
Seed testing is carried out on drawn seed samples before and after the processing .This is made though numerous laboratory tests in order to determine whether the seeds meet the legal quality standards , which are required to trade seeds as certified seeds. The different procedures are usually applied in seed testing :-• Physical Purity Percentage
• Determination of other Seeds by Number
• Viability of Seeds "Vigor Tests"
• Percentage of Seed Borne Diseases
CASC has (12) independent seed testing stations that carry out the laboratory tests of seeds. These stations are working in different governorates. Five stations are located in Upper Egypt : Giza – Beni Suef – El Menya –Asyout –Quena and the other seven in the Nile Delta Region : Banha –Sakha –Zagazig –Damanhour –Quesna –Tanta –El Mansoura. There is continuous monitoring of the functioning of these stations though CASC Checking & Rechecking Directorate.
The Central Seed Testing Laboratory in Giza –Cairo is mainly testing the imported and exported seeds. It's an accredited member by the International Seed Testing Association (ISTA) and is organized and operated according to a comprehensive Quality Assurance System.
5 - Seed Certification & Market Control
Certification procedures are completed after receiving results of field inspection and seed testing . By means of these procedures , seeds are either certified and thus approved for selling or distribution , or they are rejected and consequently prevented from selling or distribution.In particular for the expert of seed CASC is authorized to issue the "ISTA" Orange Certificate after testing the samples in Giza Seed Testing Station.
Through the control of stores , shops and processing stations and of seeds during transport the seed quality of local and imported seed is monitored and controlled. Seeds found to be not suitable for cultivation will be banned from the market , and producers and traders might be for fraud according to the law (ISTA Orange Certificate).
